On Monday, May 27, 2019 at approximately 7:05 p.m., a Matthews officer found a vehicle in front of him to be without insurance while traveling westbound on E. Independence Blvd. (Hwy. 74).  The officer initiated a traffic stop on this vehicle, but the driver sped off and turned onto Windsor Square Drive.  The suspect vehicle then ran the stop sign at Windsor Square Drive and Northeast Pkwy.  The officer decided to discontinue the pursuit due to the high rate of speed.  A few minutes later as the officer was once again traveling westbound on E. Independence Blvd., he observed the same vehicle pull into the Dunkin Donuts located at 9005 E. Independence Blvd.  The officer pulled into this location and attempted to make contact when the driver of the suspect vehicle ran on foot into the nearby woods.  The driver was not located by officers, but was positively identified as Mr. Elijah Ilya Zavenkow (DOB – 04/26/2000) of Monroe, NC.  Mr. Zavenkow later turned himself in to the Matthews Police Department, was arrested and transported to the Mecklenburg County Jail for the following charges:

Felony Speeding to Elude;

Resist, Obstruct, or Delay an Officer;


Reckless Driving;

No Insurance;

No Operators License;

Possession of Marijuana;

Possession of Drug Paraphernalia.
