Matthews CARES Act Funding Relief Program

This grant program was created to encourage and support local businesses and nonprofit organizations to identify solutions to the unique set of challenges that the COVID-19 pandemic has created for these businesses and organizations. The program will provide one-time reimbursable grants of up to $10,000 to help offset the impacts of this pandemic. The source of funding for this grant program is the Coronavirus Aid, Relief, and Economic Security (CARES) Act Federal stimulus package. 

Organizations that meet eligibility criteria may apply for up to $10,000 in reimbursement funds via the grant application. All funds must be spent and receipts submitted by December 18, 2020. Eligible applications will be selected for review on a lottery basis until available funds are exhausted. A complete grant application must be received by 12:00 pm on Monday, October 26.  Completed applications and supporting materials should be emailed to [email protected] or dropped off at Matthews Town Hall (232 Matthews Station Street Matthews, NC 28105).

1. The business or nonprofit organization must be physically located within the town limits of Matthews, North Carolina. 
2. Applicants must be current on all fees, permits and taxes as of the time of application except when extensions have been granted.
3. Applicants must have between two (2) and fifty (50) full-time equivalent employees (FTEs).
4. Applicants must have been affected by the COVID-19 pandemic and can clearly articulate how the proposed solution (reason for the grant) will solve a unique challenge that the pandemic has directly created. The solution will be able to be measured to ensure effectiveness.   
5. Applicants must have been established before January 1, 2020 and must still be in operation.
6. Gross sales (businesses) or earned revenue (non-profits) for 2019 must be at least $50,000 and no greater than $5 million. Grant applicants must submit their 2019 business tax return or Form 990 (non-profits).
7. Applicants cannot currently be engaged in bankruptcy proceedings.
8. Check cashing agencies; gun shops; pawn shops; arcade and gaming establishments; adult entertainment businesses; current members of the Matthews Economic Development Advisory Committee; current  Matthews elected officials; and town employees are ineligible for this program.
9. Applicants may not apply on behalf of multiple entities.
10. Grant recipients will be required to document how the funds were utilized, including receipts, as well as participate in post-grant interviews. 

1. The maximum grant will be $10,000. The actual award will be determined by the Town of Matthews based on incurred expenses and available funds.
2. Funds will be dispersed on a reimbursement basis.
3. Grants may be used to reimburse eligible expenses incurred between March 1 and December 18, 2020. 
4. Copies of dated receipts, if applicable, and a 2019 business tax return or Form 990 must be submitted with the application to be considered.
5. Selected grant recipients must submit all required paperwork by December 18, 2020.
6. Grants may not be used to replace lost revenue.
7. Grants may not be used to cover normal operating expenses including mortgage or rent payment, payroll expenses, etc. 

Examples of uses for Matthews CARES grant funds could include, but is not limited, to:
Switch to ecommerce
Transitioning a restaurant to outdoor seating
Enhanced technology to solve a customer service problem
New COVID-19-related signage
